Right from the beginning, Subordinate Ministerial staff of CPWD from Peon to Office Superintendent were represented by only one service association namely ‘All India CPWD Non-Gazetted Office Staff Association’. But after grant of Gazetted status to few posts of Office Superintendents, the said Association was re-designated as ‘All India CPWD Office Staff Association’.
However, it was evident that managing matters pertains to 6 categories ( Peon to OS-1) was a difficult task, especially when welfare of one category clash with other. Besides, due to certain functionaries of the Association’s partisan treatment against a section of staff (category) created resentment among them. All proposals to strike a healthy balance between the functional requirements of the Organization and the career progression of the officers and staff were met with cold approach by these functionaries.

This led to formation of a second Association to cater the demands and career aspirations of only supervisory category, viz., Office Superintendents (erstwhile Head Clerk) and Assistant Administrative Officers (earlier Office Superintendent Gd.-II & Gd.-I). Thus the Group B CPWD Office Staff Association (All India) was born in .2009, formally recognized by the Ministry, after its specific approval by DOP&T.
Our Association targets to achieve restructuring of the cadre so as to harmonize the functional needs of the organization with the legitimate career expectations of its members. It was a proud moment for our Association, when due to our efforts, the number of Gazetted posts viz., Office Superintendent Gd.-I increased from 43 to 162 and Office Superintends increased from 400 to over 601 in the 2nd cadre review and that too without conceding a single post in the lower categories.
It is our constant Endeavour to get timely promotion of our staff. The Association, further relentlessly struggles with the administration to get creation of more promotional avenues in the cadre. It is our goal to improve the service conditions of our members as well as get the members trained to face the challenges due to digitalization.
